Project Overview

L7 Oilfield & Pipeline Construction successfully delivered comprehensive upgrades across three key locations: BL15, A1, and Boldt. The project involved infrastructure expansion, installation of advanced equipment, and fabrication of piping systems to accommodate increased operational capacity and efficiency. Each site presented unique challenges and required tailored solutions to meet the client’s needs.

Scope of Work by Location

BL15 Site

At BL15, L7 carried out a site expansion and modernized critical infrastructure, ensuring the facility could meet the growing demands of Energy Transfer’s operations.

  • Site Expansion:

    • Removed existing fencing and expanded the perimeter with new fencing, including escape gates and a double-gate entrance.
    • Replaced gravel and prepared the ground with a caliche mixture for better maintenance and operational access.
  • Condensate Heater Installation:

    • Constructed a reinforced concrete foundation for the condensate heater.
    • Fabricated and installed liquid piping systems, performing hydrostatic testing to ensure reliability.
  • Fuel-Conditioning Skid and Fuel-Gas Coalescer:

    • Installed concrete pads for the skid and coalescer.
    • Fabricated and installed all associated piping, integrating the new systems into existing infrastructure.

A1 Site

At A1, the upgrades focused on accommodating increased production volumes and optimizing the site’s operational infrastructure.

  • Site Upgrades:

    • Replaced and expanded fencing, adding escape gates and reinforced gravel in critical areas.
    • Built a concrete pad to support a new VRU compressor.
  • Equipment Installations:

    • Fabricated and installed piping for the VRU compressor to tie it into existing systems.
    • Installed and fabricated new piping for a booster pump to improve production efficiency.
    • Upgraded all existing gun barrel lines to handle increased flow rates.

Boldt Site

The Boldt site enhancements included targeted improvements to ensure reliability and operational efficiency.

  • VRU Compressor Installation:

    • Constructed a concrete foundation for a new 100 HP compressor unit and its control panel.
    • Installed suction and discharge piping to integrate the compressor with the facility’s existing infrastructure.
  • Piping and Drainage Upgrades:

    • Fabricated and installed new piping to connect flare headers to the low-pressure KO vessel.
    • Relocated and updated piping connections for the gun barrel tank to optimize drainage and flow.
  • Site Restoration:

    • Replaced gravel removed during construction activities, restoring the site for continued operations.

Challenges Overcome

  • Multi-Site Coordination: Managing upgrades across three locations required precise scheduling and resource allocation to ensure seamless progress.
  • Minimizing Disruption: Worked within operational facilities, coordinating carefully to minimize downtime and maintain production continuity.
  • Environmental Compliance: Ensured all construction activities adhered to strict environmental and safety regulations.

Outcome

L7 successfully delivered the condensate blending upgrades on time and within budget. The improvements across BL15, A1, and Boldt enhanced Energy Transfer’s operational capacity, reliability, and efficiency. By maintaining a spotless safety record (TRIR 0.00), L7 reinforced its reputation as a trusted partner in oilfield and pipeline construction.
